Why cant I get to upload pics?

Am I doing something wrong..I cant even get to upload an avatar pic?Its frustrating.

If you can't upload directly from browsing, go to a image-hosting site like - www.imageshack.us
Click browse on that, find the picture, when it's uploaded, scroll down to the bottom and get the "direct link to image" URL, then copy & paste that into the bar provided in the avatar screen.
