i also forgot to mention.. you can get fukin heaps of plugins for it, some will do really trippy effects

Paint.NET which is mixture of photoshop and paint. Mostly paint though
or GIMP which is completely free an almost the same as Photoshop. And you can get brushes, filters and all that JAZZ!
