Eyeliner.. all i can really say is get a decent brand and practice. Skills with makeup come ith practice, not advice. It's really one of those things you learn through experience. But, if you want dark rims around your eyes i'd suggest getting eyeliner that has a smudging tip on it. They work wonders when you learn to use them properly
For 'poofy hair' i'd suggest hairspray. Spray it all over, then use your finger to sort of push it up... If i were to try and describe the motion, i'd say.. rest your hands lightly on the sides of your hair -just above your ears- and move your hands up to the top of your head. Does that make sense? I'm pretty sure you'd know how to do it, but it's really hard to explain. You may even want to put a bit of gel in some strands of it, to get it sticking out at some crazy angles, it's gives the look of more volume to your hair.
From what i can see of the picture in your dp, which im supposing is of you, i'd suggest a short cut. It's easy to maintain and cute on just about anyone. Look up some cute short cuts, show your hairdresser and see what they say about it. They're trained to know hair, so they should have a pretty good idea about what would look good, be easy to maintain, -etc.
that one's for if you still want longer hair~
hope you find what style you want ^^
