If you're dying your hair black I'd run some blonde highlights through it. You could try a blonde fringe look, or do the black ontop, blonde underneath style. If you decide to get some blonde through it you can always dye those parts other colours later, so if you want purple, red, blue and such it can be done easily.
Then again, why not not dye it all black, do a few shades different. My hair is purple-black, and a friend of mine has brown-black hair with blonde in it. Another of my friends has blue-black hair, so the variations are forever extending~
For makeup, i'd suggest you use dark coloured eyeshadow. Dark red, brown, blue, green or purple, you can also use black but it does tend to give the raccoon effect.. 'Dark eyeliner', I'm not quite sure i get what you mean by this.. Black eyeliner is dark. If you mean the dark effect on your eyes, it's just alot of practice and you go over it alot. I've heard melting the tip of the eyeliner a little before you use it helps it go on darker, but i'm not going to melt what little makeup i have left now to test this out.. Liquid eyeliner does make a little bit of a difference, but can be hard to apply.
If you want to go to even further makeup extremes, rosy blush and dark lipstick look good with dark hair.
