If you're doing it yourself, please be careful.
But okay, you want to be blonde fast and safe. Crap. There are no ways to get blonde fast, unless you've got light hair already. And safe? Not to your hair.
Bleaching your hair is extremely damaging. When you dye it, you put pigments around the hair, and when you bleach it, you simply bleach away the pigments. That's why bleaching is way more damaging than dye. You will need good products (I strongly recommend TIGI's Dumb Blonde, but other salon brands like Redken and Kerastase are great, too) to keep your hair from breaking and getting so called 'gum hair' (when it feels like gum when it's wet, it takes forever to dry and the only solution to get rid of it is to cut it). Cheaper brands might work too, but I can't recommend any because I have no idea what ones you have over there.
If you're afraid of the damage a flat iron can do, bleaching is nothing for you.
But okay, you still want to become blonde. Do you think it's just to put some bleaching in your hair and then you're platina? Oh noez. If you already are blonde, well, then you might get platina in one bleaching. But if you're brown-haired or darker, nah. If your hair is already dyed, it will take even longer.
The first time you bleach it, it will probably turn out orange. No panic, it's normal. Red pigments are the hardest ones to get rid of. If your hair is dyed black, you might have gotten some kind of brownish-red-orange colour. It's just to keep bleaching.
WAIT AT LEAST TWO WEEKS BETWEEN THE BLEACHES. (bleachings?)
That's because you need to give your hair a chance to recover. Always use conditioner after you've washed it and deep condition it twice a week.
Then you can bleach it again, wait at least two weeks and then bleach again, and so on.
I had old brown dye in my brown hair when I decided to go blonde. It took me 4 months to get rid of all the orange and yellow. If you have dyed black hair, expect 6 months. At least if you want your hair in okay condition.
I don't write anything about how you bleach it because it's different on different bleachings. Just follow the instructions and use gloves.
Okay, now you've bleached your hair and it's still yellow. Your hair is very damaged but you don't want to walk around looking like a chicken. (though, then you can say 'I'm not a nugget' to everybody you meet. That must be fun..) Anyway. There's this amazing thing called Silver Shampoo. It's God's gift to the blondes.
It's a shampoo that's purple. Yes, purple. Purple neutralizes the yellow and makes your hair blonde. It doesn't make it lighter, but you get rid of all the yellow.
I strongly recommend Matrix's "So Silver". A little expensive, I've had mine for about half a year now and I've used one third, so you don't have to buy it that often. It says that you should let it be in for 3-5 minutes, but I always have in for about 15 minutes. Though, there is a risk that your hair becomes a little purple if you let it be in too long, but it's just to wash your hair once or twice and you're rid of that.
That's about it, I think. A lot to read, but I hope this helps you. If I have forgotten something, just tell me.
Oh, and feel free to correct my grammar mistakes. I want this to be perfect (;
