You can google some tips on growing your hair out, and I've seen an add for a shampoo that enhances your hair growth.
Or extensions, even if they're unbelievingly expensive. ^^
For convincing your parents into dying... there really is not many ways to. Most of the time when they say they don't want something done, they mean it. But hey, it's not impossible. I eventually made my parents let me dye my hair after months of begging.

Ahh, increase your calcium intake, as much as possible. It's good for bones, teeth, AND hair.
As far as dying goes, maybe you could ask them to dye it only partially to see how it looks on you. Like maybe some blonde streaks in the bangs if you have dark hair, or something similar. The full dye thing might be scaring your parents.
If your parents end up liking the partial dye job, maybe you can convince them to get it dyed all black.

Just see how long you can let it grow without them noticing, and when they do notice, have a gentle protest of, "Oh mom/dad/gran I actually like having my hair this length. Can I keep it please?" Might work.

I know what you mean my mum wasnt happy bout me dying it dark nd gettin blue and blonde streaks in my hair but i did it bit by bit.
i asked to get it dyed back to my naturel hair colour(dark brown) as i was "bored" wiv highlights *wink wink*..then a couple of months later i asked for blue nd she forcefully sed yes
and now shes just let me put blonde streaks in it. Next year im aimin for red
it works trust me, u just gotta have patience.
